Split Contrast
(if you don't have this you can use
Xero-Radiance)

Open the template
duplicate and close the original
delete the credit layer

starting from the bottom

Small circle 1 and 2
select all float de float
copy and paste paper 13
invert and delete.
delete original layer

Circle back 1 and 2
select all add a new layer flood fill with a color from the paper
add glitter.
Delete the original.

Large circle back
leave,but add glitter

large circle
select all float,de float invert
copy and paste paper 11
delete.
Delete original.

Rec 2 and 3 select all,float and de float
invert add texture
 delete.

repeat the select all,float and de float
copy and paste image
delete.

change blend mode to screen
then add blinds
I used
width 7
opacity 10
color white
light from left,top checked.
apply  Filter Factory effect.
I used
Light 59
dark 30
delete the original rec layers.

rec  back 2 and 3 select all float
de float add new layer flood with same color you used for the circle back
add glitter
delete the original

rec 1
select all float
de float
copy and paste paper 13 again
invert and delete.
don't de select yet.
copy and paste your close up
delete.
Now you can select none.
apply same filter factory effect.

Rec 1 back
select all float de float
add a new layer flood fill white
add glitter.
select none.

now add elements to your tag.

You can add what ever you like.

Drop shadow all elements
add your name and copy rights.
Delete the white back
save and your done.
